Las actividades del Ministerio de Hacienda en el ejercicio de la vigilancia administrativa del Presupuesto no interferirán la política de cada Ministerio o Departamento Administrativo en la afectación, el giro y la inversión de las partidas con que se les dote en el Presupuesto; pero si advirtiere que se causan gastos innecesarios, excesivos o superfluos, el Ministro de Hacienda dará cuenta de ello al Presidente de la República para que se tomen las medidas tendientes a evitarlos.
