° El Ministerio de Educación Nacional, en coordinación con el ICFES, establecerá un sistema especial de validación de cursos y obtención de títulos hasta el nivel medio vocacional, que se aplique, no sólo a quienes se beneficien de la amnistía sino a los habitantes de las regiones que hayan estado afectadas por enfrentamiento armado o acciones subversivas, y a quienes por la situación de orden público a que se vieron sometidos, no pudieron culminar sus estudios y obtener sus títulos.
