Principios de no discriminación . Los operadores de RTPC no podrán discriminar el tráfico de los operadores celulares o de alguno de ellos en beneficio de otro. Para todos los operadores celulares regirán los mismos principios de numeración, de conformidad con el Plan de Numeración que el Ministerio de Comunicaciones establezca.
