Autorizase al Ejecutivo Nacional para hacer arreglos con los Departamentos, que lo estimen conveniente, en el sentido de buscar unidad y controlar la organización y dirección de todos los Cuerpos de Policía Nacionales y Departamentales. Los gobernadores necesitarán de previa facultad de las respectivas Asambleas Departamentales.
