El Consejo Nacional Electoral podrá verificar los escrutinios hechos por sus Delegados cuando hubiere comprobado la existencia de errores aritméticos o cuando los resultados de las votaciones anotados en las actas de escrutinios no coincidan entre si o existan tachaduras en las mismas actas respecto de los nombres o apellidos de los candidatos o sobre el total de votos emitidos a favor de éstos.
