Una vez aprobados por el Gobierno los estudios técnicos contratados por el Gobierno del Tolima para la irrigación de las llanuras de dicho Departamento, el Gobierno procederá a ejecutar, por administración directa o delegada, o por contratos a precio fijo, los trabajos necesarios para la irrigación de los terrenos comprendidos en aquellos estudios.
