Establecida plenamente la falta con la constancia de haberse instado a la persona obligada, por lo menos tres veces en el correspondiente mes, el respectivo Director declarara la multa a favor del Tesoro Nacional, previa prudencia del interesado, por un término no menor de cinco días, ni mayor de diez Para que haga valer sus descargos.
