º . lnadmisión de la solicitud de devolución . La solicitud se inadmitirá en los siguientes casos

Cuando se presente sin el lleno de los requisitos formales;

Cuando alguna declaración de retención objeto de certificación no se haya presentado, se tenga como no presentada, o no se haya cancelado el impuesto a cargo en su totalidad.
