El Plan Piloto es el instrumento auxiliar de trabajo que, en forma global, enuncia la política urbanística del Distrito a largo plazo y coordina los diversos aspectos que integran el Plan General de Desarrollo de la ciudad. Corresponde al Departamento Administrativo de Planeación Distrital conceptuar sobre las enmiendas que requiera, y al Concejo adoptarlo y aprobar sus modificaciones.
