Los Gobernadores y los Alcaldes no podrán conferir empleo remunerado a los Consejeros Departamentales, ni los Alcaldes a los Consejeros Municipales. Exceptúase el empleo de Secretario del despacho, pero quien lo aceptare dejará vacante su puesto en el Consejo mientras lo ejerza.
