Los Ministerios y Departamentos Administrativos pagarán las cuentas correspondientes a pedidos hechas al Departamento de Provisiones, y a favor de esta entidad, mediante la presentación de los documentos que comprueben que los artículos pedidos fueron entregados; salvo el caso del artículo 17. Las sumas que reciba el Departamento en pago de suministros se reintegrarán al Fondo Rotativo.
