El Senado se compondrá de tantos miembros cuantos correspondan a la población de la República, a razón de uno por cada ciento veinte mil habitantes (120.000), y uno más por toda fracción no menor de la mitad de dicha cifra. Cada vez que se apruebe un nuevo censo general de la República, y el aumento de la población exceda de quinientos mil habitantes (500.000), automáticamente se elevará en treinta mil habitantes (30.000) la base de población para la elección de cada Senador. Por cada Senador se elegirán dos suplentes.
