Queda absolutamente prohibido en todas las ramas de la Administración Pública dictar resoluciones de reconocimiento, para legalizar obligaciones contraídas por fuera del Presupuesto o girar relaciones de autorización sin situación de fondos con el mismo objeto. La Contraloría General se abstendrá de aceptar tales reconocimientos.
