Inspección a las instalaciones. El Ministerio de Comunicaciones se reserva el derecho de practicar las visitas de inspección que estime conveniente a las instalaciones de la red de los titulares. Para las labores de inspección y pruebas, los titulares deberán brindar a los funcionarios del Ministerio de Comunicaciones, el acceso y las facilidades que se requieran para el desempeño de sus funciones.
