Todo sordo o sordociego tendrá el derecho inalienable de acceder a una forma de comunicación, ya sea esta la Lengua de Señas Colombiana o el oralismo. Aunque se trate de un menor de edad, el Estado velará que nadie lo prive de este derecho, para que no corra el riesgo de convertirse en una persona semilingüe.
