La Nación podrá aportar al operador postal oficial, los recursos necesarios para garantizar el servicio de franquicia postal previsto por la ley, prestado a los órganos que hacen parte del Presupuesto General de la Nación, una vez hecho el reconocimiento de la prestación del servicio por parte de éstos.
