Art. 3° Los defraudadores de que tratan los artículos anteriores incurrirán en la pena señalada en el artículo 27 del Decreto número 480 de 1886, antes mencionado, la cual será impuesta por el empleado ó funcionario inmediatamente superior del que hubiere cometido la falta; y si éste no tuviere inmediato superior, por el Gobernador del respectivo Departamento.
