Las partidas destinadas al sostenimiento de los institutos de instrucción profesional y artística se votaran en globo en las Leyes de Apropiaciones, correspondiendo al Poder ejecutivo la distribución de tales partidas de acuerdo con las necesidades de cada instituto, así:

Parágrafo

El Poder Ejecutivo no podrá disminuir las partidas destinadas al sostenimiento de estos institutos ni disminuir los servicios, sin expresa disposición de la ley.
