Asimismo el Gobierno procederá a reorganizar los distintos Ministerio y dependencias administrativas, pudiendo suprimir y crear cargos, refundirlos y fijar asignaciones, siempre y cuando que con ello se logre una efectiva reducción del costo de la nomina de la respectiva dependencia.
