Artículo doce. Son funciones del "Canciller"

Someter al Consejo las solicitudes para el otorgamiento de la Orden o para promociones de un Grado a otro;

Designar comisiones que estudien los asuntos pertinentes de la Orden;

Proponer al Consejo los asuntos que estime conducentes.
