El cobro de esta suma será gestionado por el Tesorero General del Departamento de Bucaramanga ó por el de Santander, en su caso, y su inversión la decretará el Gobernador del mismo Departamento, sobre la base de no destinar menos de dos mil pesos ($ 2,000) oro, para el auxilio de las víctimas que hizo la avenida, teniendo en consideración los recursos de las mismas, y rindiendo cuenta comprobada á la Corte del Ramo.
