º. El Consejo Superior tendrá un Secretario permanente, de tiempo completo y de libre nombramiento y remoción del Ministro de Educación. El Secretario tendrá obligación de sustanciar todos los expedientes que lleguen al Consejo Superior haciéndolos llegar a su destino y anunciando tal distribución de las entidades o personas que han enviado tales expedientes. Este Secretario llevará también las actas de cada reunión del Consejo, asistiendo a sus deliberaciones, y encargándose de citar previamente a todos los miembros, incluyéndolos en la citación un memorándum sobre el orden del día de cada reunión.
