Autorízase, al tenor del numeral 11 del artículo 76 de la Constitución Nacional, al Gobierno Nacional para que enajene, a título gratuito, a favor de la Universidad de Antioquia, con destinación a ser anexo de su Facultad de Derecho, el edificio que ocuparon, en otra época, la Biblioteca General de la Universidad y la citada Facultad, situado en la ciudad de Medellín, en la carrera 43 (Girardot) entre calles 49 (Ayacucho) y 48 (Pichincha), bien sea titular del derecho de dominio el Gobierno mismo o uno de sus institutos descentralizados.
