Artículo segundo. Declárase libre de todo compromiso la partida de $47.000.00 apropiada en el Capítulo 95, artículo 1136-A, del Presupuesto de la vigencia en curso. Dicha partida podrá ser invertida por el Ministerio de Educación Nacional, por conducto del Ministerio de Obras Públicas, en la construcción de las obras de terminación de la Colonia de Vacaciones de Versalles (Valle).
