Las cuentas de cobro que se presenten á la Sección 3.º pasarán á la mesa del Subsecretario, quién examinara cumplidamente los comprobantes del gasto y los recibos ú otros documentos que los ocasionan antes de ponerles el visto bueno; si para ello lo autoriza el Ministro, pudiendo rechazar las que no estén á su juicio perfectamente comprobadas y legalizadas. No firmará cuentas ó nóminas que tengan enmendaduras, aunque sean insignificantes.
