Autorízase al Gobierno Nacional para incluir las partidas correspondientes a las obras mencionadas en el artículo 2º. dentro de las leyes del Presupuesto de 1986 y 1987. Si así no se hiciera, autorízase al Gobierno Nacional para obtener los empréstitos y celebrar los contratos que sean necesarios para dar cumplimiento a la presente Ley dentro de las vigencias presupuestales mencionadas.
