Art. 4. ° Las personas ó entidades con quienes se hayan contratado las obras en referencia, deberán rendir mensualmente al Ministro de Hacienda un informe claro y preciso sobre la marcha de aquellas. El pago de la subvención ó auxilio correspondiente se suspenderá también cuando tales informes resulten en desacuerdo con los que solicite el Gobierno de los distintos funcionarios.
