Art. 1.° El Poder Ejecutivo procederá lo más pronto posible á hacer construir un ramal telegráfico, que partiendo de la población de Santa Rosa de Viterbo y pasando por el Encino, Charalá, Ocamonte y Valle de San José, termine en la ciudad de San Gil.

Asimismo procederá á prolongar la línea telegráfica de Santa Rosa de Osos al Municipio de Ituango, papando por el de San Andrés en el Departamento de Antioquia; y la de Barbacoas al puerto de Tumaco en el Departamento del Cauca.
