La Dirección General podrá contratar servicios permanentes de Policía, con personas o entidades oficiales o particulares, siendo siempre de cargo de éstas los sueldos, prestaciones sociales, vacaciones, etc., del personal contratado, durante el tiempo de tales servicios y sin que ese personal afecte las plantas de la institución de que trata el artículo 11.
