Las asambleas departamentales y sus comisiones no podrán iniciar sesión hasta contar con quórum deliberatorio conformado con no menos de la cuarta parte de sus miembros. Las decisiones solo podrán adoptarse con el quorum decisorio, que se conforma con la asistencia presencial o remota de la mayoría de los miembros, salvo que la Constitución o la Ley exijan un quórum especial.
