Devolución de mercancías a gobiernos extranjeros. En virtud de acuerdos celebrados entre Colombia y otros Estados, la Unidad Administrativa Especial Dirección de Impuestos y Aduanas Nacionales (DIAN) podrá devolver a los gobiernos de dichos Estados las mercancías decomisadas que hubieren sido objeto de hurto en el exterior o violación de la normatividad aduanera al ingreso al territorio nacional.
