Cuando una explotación de petróleos de propiedad nacional se halle localizada en terrenos pertenecientes a dos o más Departamentos, Intendencias, Comisarías, o Municipios, el cincuenta por ciento (50%) y el cinco por ciento (5%) de que trata el artículo 14 se distribuirá proporcionalmente, según el caso entre los varios Departamentos, Intendencias y Comisarías o entre los varios Municipios, teniendo en cuenta la cantidad de petróleo extraído del área que corresponde a cada una de tales entidades.
