El Ministerio del Interior y de Justicia examinará la documentación en un término improrrogable de cinco (5) días y si encuentra que faltan piezas sustanciales en el expediente, lo devolverá al Ministerio de Relaciones Exteriores, con indicación detallada de los nuevos elementos de juicio que sean indispensables.
