Considerase asimismo de utilidad pública la irrigación de los terrenos comprendidos entre el Municipio de San Juan de Cesar y el Corregimiento de Badillo, en el Departamento del Magdalena. El agua para esta obra se tomara del rio Badillo, siempre que no afecte derechos de terceros, y facultase al citado Departamento para llevar a cabo esta obra, por su propia cuenta y en la forma que determine la respectiva Asamblea.
