Si en el curso de la vigencia fiscal de 1964, se presentaren las circunstancias previstas en el artículo 60 del Decreto 00164 de 1950, la reducción o el aplazamiento afectarán en forma estrictamente proporcional las partidas presupuestales de gastos.
