La prestación del servicio del transporte marítimo debe cumplir las condiciones de seguridad establecidas en el Decreto-ley 2324 de 1984 y la Ley 336 de 1996, sus normas reglamentarias, las disposiciones que los complementen, modifiquen o adicionen, y en los convenios y acuerdos internacionales sobre la materia aprobados por Colombia, así como por los acuerdos de control suscritos por las autoridades competentes.
