Autorizase ampliamente al Gobierno para contratar sin previa licitación, con personas naturales o jurídicas, técnicas en el ramo, y con el previo concepto favorable del Consejo Nacional de Vías de Comunicación, la construcción del acueducto y alcantarillado de la ciudad de Pasto, que es obra de carácter nacional, en virtud del artículo 15 de la Ley 44 de 1933 .
