Art. 31. Tambien se autoriza al Poder Ejecutivo ;

1.° Para aumentar el personal de la Aduana en aquéllas en que éste resulte insuficiente ;

2.° Para cambiar la residencia de las Aduanas que no sean las de Santamarta, Cartajena, Riohacha,Cúcuta i Buenaventura, y para suprimir aquéllas que no cubran los gastos que se causen.
