Para efectos del presente Decreto se entenderán como personas damnificadas o afectadas por el desastre, aquellas a quienes certifique como tales el Comité Regional y los Comités Locales de Prevención y Atención de Desastres del departamento de Santander, de conformidad con el censo que para el efecto se elaborará.
