° En caso de que las necesidades del consumo se juzgase insuficiente un solo Almacén oficial, se podrán establecer hasta cuatro almacenes subalternos de expendio en los lugares que, con aprobación del Ministerio de Hacienda, determine el Almacenista , y con las condiciones que en la misma forma se convenga.
