El presente decreto rige a partir de la fecha de su publicación, deroga el Decreto 2734 de 2001 y demás disposiciones que le sean contrarias y surte efectos fiscales a partir del 1º de enero de 2002, con excepción de lo dispuesto en el artículo 12 del presente decreto.
