La tarjeta de turismo será expedida gratuitamente por los funcionarios mencionados en el artículo anterior y por las entidades autorizadas para ello, mediante Resolución expedida por el Ministerio de Relaciones Exteriores, únicamente a los nacionales de los países que ese Ministerio determine.
