° A los colombianos que quieran ir a establecerse en la nueva población se les pagarán los gastos de viaje desde su domicilio o desde el primer puerto colombiano a donde lleguen, hasta la citada población, y además veinticinco pesos ($ 25) oro para atender a sus gastos de instalación.

Parágrafo

A juicio del Gobierno se suministrarán también los auxilios de que habla este artículo a los extranjeros que quieran ir a establecerse en la nueva población.
