Artículo único. Cédense al Estado soberano de Cundinamarca, para la construccion de una penitenciaria, cuatro hectaras de tierras de las correspondientes a bienes desamortizados, en el punto que el Gobierno de Cundinamarca designe de las del alto de San Diego, en la ciudad de Bogotá.
