Artículo octavo. El Instituto Colombiano de la Reforma Agraria utilizará este sistema de contratos para incrementar la producción agrícola de los productos necesarios al consumo interno y a la exportación, y para fomentar las inversiones de la industria pecuaria en regiones en donde las condiciones de clima, la naturaleza de los suelos y la baja densidad de la población hagan aconsejable esta clase de explotaciones.
