Artículo veintiuno. Todo cargamento de azúcar que se transporte o movilice deberá ostentar las marcas, distintivos, empaques y demás requisitos que, según su destino al consumo interno o a la exportación, se indiquen conjuntamente por el Instituto Nacional del Transporte y la Dirección General de Aduanas. El Instituto Nacional del Transporte se abstendrá de expedir la planilla o guía correspondiente si el transportador no cumple con esa formalidad.
