El Gobierno procederá, tan pronto como sea sancionada esta ley, a fundar en la ciudad de Guateque o de Miraflores, como lo estime más conveniente, una Escuela Modelo de Sericicultura, que funcionara bajo la dependencia del Ministerio de Industrias, capaz de sostener sesenta alumnos, cuando menos, en secciones especiales para hombres y para mujeres.
