º. Los Gobernadores de los Departamentos no podrán aprobar los presupuestos de aquellos municipios cuyas rentas ordinarias sean superiores a un millón de pesos anuales, sin que figure la respectiva apropiación para la construcción de viviendas que corresponda al municipio, de acuerdo con el artículo 1º de la Ley 61 de 1936. Esta suma deberá ser consignada a la orden del Instituto de Crédito Territorial, entidad que tendrá la obligación de invertir dichos fondos en el respectivo municipio.
