Art. 5.º Cédese al Departamento del Tolima la propiedad de cien mil hectáreas de tierras baldías, con destino especial al fomento del camino de Moscopán á Puracé y de las vías de comunicación entre los Departamentos del Tolima, Antioquia, Cauca y Cundinamarca, cuya apertura se decrete por la Asamblea del primero.

Dichas cien mil hectáreas pueden adjuntarse en cualquier región del territorio de la República.
