De los requisitos para las autorizaciones . Será requisito para expedir las autorizaciones previstas en los artículos 62 y 63 de la Ley 617 de 2000 que el Ministerio de Hacienda y Crédito Público, a través de las dependencias responsables apruebe previamente, el Programa de Saneamiento Fiscal y Financiero de la entidad territorial correspondiente y la minuta de contrato que se celebrará por parte de la entidad territorial con las entidades financieras vigiladas por la Superintendencia Bancaria.
